A Mansfield man accused of shooting and killing De Carrio A. Couley, 25, last known address 380 King St. Tuesday night, turned himself into authorities Wednesday afternoon.

Mansfield police Sgt. Joe Petrycki said Brown and his attorney came to the Mansfield Municipal Building at 4:20 p.m.

Mansfield detectives and the Northern Ohio Violent Fugitive Task Force had been searching for Brown, of 344 W. Sixth St.

Brown shot Couley multiple times in the upper body around 8:15 p.m. in the driveway at 252 Sycamore St. Petrycki said officer Dave Johnson was patrolling the area at the time of the shooting and witnessed Brown fire several shots at Couley. Brown fled down an alley near the area.

Couley was transported to MedCentral Mansfield Hospital where he was pronounced dead around 8:45 p.m.

Petrycki said witnesses saw the two men arguing as they were walking south on Sycamore St. toward Sixth St. before Couley was shot.

Petrycki said police have not yet determined if Brown tried to shoot officer Johnson after he shot Couley.

Petrycki said Brown is charged with murder, a first-degree felony which carries a 15 year to life prison sentence. He said Brown was taken to the Richland County Jail.

Brown will be arraigned Thursday at 10 a.m. in Mansfield Municipal Court.
